Summary: An employee in this position provides support for current and long-range planning, zoning administration, development review, housing, redevelopment, and economic development programs in the Community Development Department. Additionally, this position assists with project coordination, research, grant administration, public engagement, Geographic Information Systems (GIS), and implementation of community development initiatives within the Community Development Department. Work is performed under general supervision of the Planning & Code Enforcement Manager.

Essential Duties and Responsibilities:

  1. Assists with the administration of current and long-range planning activities, including subdivision, zoning, site plan, historic preservation, right-of-way vacation, variance, conditional use, and other land use applications.
  2. Reviews development applications for completeness and compliance with applicable City ordinances, plans, policies, and development regulations.
  3. Prepares staff reports, recommendations, presentations, and supporting materials for the Planning Commission, Historic Preservation Commission, Zoning Board of Adjustment, City Council, and other boards and commissions.
  4. Assists with coordinating Planning Commission, Historic Preservation Commission, and Zoning Board of Adjustment, and Community Development Advisory Committee meetings by preparing agendas, minutes, meeting materials, and related documentation.
  5. Circulates development applications to City departments, utility providers, and other agencies; compiles and analyzes comments; and coordinates interdepartmental review for assigned cases.
  6. Assists with drafting and updating zoning, subdivision, sign, historic preservation, and other land use ordinances, policies, and planning documents.
  7. Assists with maintaining and updating planning records using Geographic Information System (GIS) data, maps, exhibits, charts, and other graphic and technical resources.
  8. Processes building related permits in accordance with City ordinances and procedures, as needed.
  9. Provides technical and administrative support for housing, community development, redevelopment, and economic development programs, including maintaining project records, monitoring project schedules and budgets, preparing financial and grant reports, and assisting with state and federal program administration, as needed.
  10. Reviews records, reports, applications, and supporting documentation for completeness, accuracy, and compliance with applicable laws, regulations, policies, and procedures.
  11. Responds to inquiries from property owners, developers, contractors, consultants, businesses, public agencies, and the general public regarding planning, zoning, development regulations, housing programs, and community development activities.
  12. Maintains accurate project files, databases, and departmental records.
  13. Performs relates duties and special projects, as assigned.
  14. Regular and predictable attendance is required.

Supervisory Responsibilities: This job has no supervisory responsibilities.

Education and/or Experience:

  • Bachelor’s Degree in Planning, Public Administration, or a related field
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities necessary to perform the work.
