Request for Proposal: City of Dubuque Downtown Master Plan Update

The City of Dubuque Planning Services Department is soliciting competitive sealed proposals from qualified and experienced professional consulting firms or teams (Consultant) to update the City’s existing Downtown Master Plan which covered commerce; culture, education, & entertainment; historical features; public space and open areas; residential living; and transportation.

The RFP submittal deadline is Wednesday, September 2.

Questions can be directed to Wally Wernimont, Planning Services Director at wwernimo@cityofdubuque.org no later than August 18, 2026. Responses to submitted questions will be provided on or before August 21, 2026.
