Tom Gruis, AICP

Tom Gruis is an AICP-certified planner and dedicated public servant. He works as a Planner & Community Development Specialist at the East Central Iowa Council of Governments, which he joined in 2017. His work is primarily with smaller communities in six counties in East Central Iowa for community development-related projects. It includes comprehensive planning, hazard mitigation planning, land use and other local regulations, and grant writing and administration. Tom also serves as member of the Cedar Rapids Planning Commission. He holds a Bachelor of Fine Arts in Painting and a Master of Science in Urban and Regional Planning, both from the University of Iowa. In his spare time, he enjoys spending time with his son, competing in strongman, and making art.
